Step:1 

Place a pair of metal tweezers directly into the 1 and 7 holes at the bottom of the tag

This followed by connecting the tag to SeaDock where the left (pink) screen will say ($B,0,GI,1) continuously till the tag has charged enough to send out a signal

The first message that will appear should resemble picture two. 

Followed by a message resembling picture three. 

Once that message has been sent that is the tag attempting to connect with SeaDock. This is after the tag has rebooted and connected with SeaDock

This procedure is usually performed on tags that have issues with connecting, and I hope that it helps you resolve your connection issue.
